Is It Legal to Play Natural8 in Hong Kong?
No. Section 3 of Hong Kong's Gambling Ordinance (Cap. 148) makes all gambling unlawful except where the Ordinance exempts it. Playing real-money poker on an offshore website falls under none of the exemptions, and people who take part in unlawful gambling can be prosecuted.

What the Gambling Ordinance says
Hong Kong's main gambling law is the Gambling Ordinance (Cap. 148). We checked the current text on 2026-10-30; the provisions relevant to online poker are:
| Provision | Content (our summary) |
|---|---|
| Section 2 – definitions | “Gambling” includes gaming, betting and bookmaking; “gaming” means playing any game for money, including games of “mixed chance and skill” — poker is one of them. Bookmaking expressly includes taking bets over the internet. |
| Section 3 – gambling is unlawful | Gambling is unlawful except in the cases set out in subsections (2)–(8). The exemptions include social gambling on private premises, qualifying social games in restaurants/clubs, licensed mahjong parlours, and gambling authorised under the Betting Duty Ordinance and similar laws. |
| Section 6 | Gambling in a gambling establishment (which includes any place used for unlawful gambling) is an offence. |
| Section 8 | Betting with a bookmaker is an offence, regardless of whether the bet is received in Hong Kong or outside it. |
| Section 13(2) | Unlawful gambling in any place other than a gambling establishment is an offence: on first conviction, a fine at level 3 and imprisonment for 3 months; on a second conviction, a fine at level 4 and 6 months; on a third or subsequent conviction, a fine at level 5 and 9 months. |
Natural8 is operated by Run Good N.V. under a licence from Anjouan (Comoros). It is not a gambling operator authorised by the Hong Kong authorities, so none of the exemptions in section 3 applies. Playing poker for real money on Natural8 is unlawful gambling within the meaning of the Ordinance.
About the grey area: the Ordinance was written before online poker existed. There are very few published cases on which section would be used to prosecute an individual playing offshore online poker at home, and we could not find a definitive answer. But the starting point of the law is clear: unauthorised gambling is unlawful. This page is not legal advice; to assess your personal risk, consult a lawyer qualified in Hong Kong.
Natural8's presence in Hong Kong
Natural8 does actively court the Hong Kong market: its official site has a Traditional Chinese version; its official Twitch has a Cantonese channel, natural8_hongkong; its ambassador Sparrow Cheung ranks 9th on Hong Kong's all-time money list; and its creator team includes Hong Kong players such as Kathy Yeung and AJSuited — see the ambassadors page. All of this only shows the platform is marketing to Hong Kong players. It doesn't change the Gambling Ordinance.
If you are in Hong Kong
- Whether you can open an account depends on the drop-down list. Natural8 does not publish a list of restricted countries; its terms (section 2.11) say you can't open an account if your country of residence isn't in the sign-up list, and the same applies while travelling.
- Don't use a VPN or give a false country. That breaks Natural8's terms, and the KYC checks at withdrawal (ID + proof of address) will reveal where you really are, which can lead to account closure and frozen funds.
- Moving money carries its own risks. Deposits routed through third parties, such as top-up agents, leave you with no recourse if something goes wrong. The official methods are in the deposit guide; don't use private top-up agents — the reasons are in the agents explainer.
Hong Kong has no online poker licence
Section 3(8) exempts only gambling authorised under the Broadcasting Ordinance or the Betting Duty Ordinance. Hong Kong has no licensing regime for online poker at all: the section 22 licences mentioned in section 3 cover only mahjong/tin kau parlours, amusement games with prizes, tombola and trade promotion competitions — not online poker.
